The Mayor’s Report
Mayor Whitmire announced the new academic health department, a collaboration between Houston’s Health Department and UTHealth Houston School of Public Health. A UTHealth press release said, “The collaboration will create opportunities for student field placements, joint training initiatives, and shared research projects focused on improving health outcomes across Houston. It will also support the city’s long-term goals of enhancing preparedness, reducing health disparities, and advancing innovative public health solutions.”
Dr. Theresa Tran, Director of Houston’s Health Department, explained that this partnership is special because it will encompass “all seven institutions under UTHealth Houston’s umbrella.” Tran said this partnership will lead to “actual implementation of innovative ideas and not just talking about them.” She also said it will contribute to workforce development in public health and community leadership.
UTHealth’s President, Dr. Melina Kibbe, and the Dean of UTHealth, Dr. Eric Boerwinkle, both made prepared remarks.
Agenda Items, Selected Works
- Item 1 would have approved the Capital Improvement Plan (CIP) for Fiscal Year 2027, but it was tagged for discussion next week. CMs Salinas, Peck, Jackson, and Castex-Tatum will all go over their proposed amendments then. The CIP is the plan, including budget, the city uses to tackle large infrastructure projects. It has an infamously long queue.
- Item 6 approved $359K for hydraulic cutting and lifting tools for the fire department, “used by HFD daily for vehicle extractions, forcible entry, assistance at structural collapse scenes, and training scenarios.”
- Item 7 approved $193K for upgrades to the fire department’s emergency alert system.
- Item 9 officially removed Solid Waste as a city department. It is now a division within Houston Public Works (HPW).
- Item 10 allows the new $5 solid waste administrative fee to be eligible for assistance through the city’s W.A.T.E.R. Fund (water aid to elderly residents), which is available for low-income elders, persons with disability, and other people with low incomes. This was one of CM Salinas’s budget amendments and she thanked the mayor for getting it on the agenda quickly. The mayor and CMs Evans-Shabazz, Castillo, and Panzarella vocally supported. CM Castillo said it was important to get this cleared before the fee goes into effect.
- Item 11 adjusted some of the guidelines for the city’s homebuyer assistance program.
- Item 21 approved an additional $372K (on top of $1.4M) for a bikeway project on Lawndale from Cullen to Wayside.
- Item 22 approved an agreement with Harris County for the installation of 288 speed cushions in Districts E, I, and H. The county and the city will each contribute $640K, for a total of $1.2M.
- CM Castillo thanked Harris County Commissioner Garcia and Precinct 2 for their support of this project because the number of speed cushions makes it too expensive for CMs to use their Council District Service Fund (CDSF). CDSF is the ~$1M annually CMs get to use at their discretion.
- CM Castex-Tatum complained that speed cushion costs have tripled. She said HPW stopped funding speed cushions because the expense was not justified, and she asked for updated data.
- CM Panzarella advocated for street redesigns that slow down cars using methods such as high visibility crosswalks, wider sidewalks, and speed cushions.
- Mayor Whitmire blamed the previous administration for limiting speed cushion projects due to cost.
- Item 23 authorized an agreement with the Uptown TIRZ, funded by Federal Transportation Agency and HUD grants, for a hike and bike trail linking the Uptown area to Memorial Park. CM Panzarella said this program “highlights what a lot of Houstonians are asking for, which is better connectivity and better mobility throughout the city.” He advocated for more local connectors in places like Freedmen’s Town, which is connected to Buffalo Bayou via West Dallas, a high injury network street. “Wider sidewalks and bike facilities for these local neighborhood connectors are equally as important.”
- Item 26 provided $353K to partially fund modification to Lockwood Drive along Buffalo Bayou.
- Items 30-32 all appropriated large sums, which means to pre-approve funding without a contract in place yet, for water system projects, like drainage and water plant improvements.
- Item 40 set a public hearing for July 8 at 9am to go over changes to the Open Spaces Ordinance.
- These items were not voted on: Items 3 and 30 were pulled by the administration; Items 20 and 29 were tagged by CM Castex-Tatum; Items 19, 28, 33, 34 and 35 were not received from the Controller’s office in time for a vote.
Council Member Pop-Off
- CM Panzarella plugged a HOPE Juneteenth celebration on Friday, for which a light internet search yielded no results.
- CM Huffman welcomed all the new summer interns.
- CM Thomas recapped a recent swim safety clinic, part of her Summer of Safety program. She said there are forthcoming gun safety initiatives and recounted several recent gun violence incidents. She mentioned the “teen takeover” of downtown last weekend and said she is working on teen safety initiatives also. She welcomed new interns. Regarding Juneteenth, CM Thomas said “liberation is for all of us,” highlighted the Piney Point neighborhood, and plugged several events. She mentioned an event Friday morning with the Congolese ambassador.
- CM Peck thanked HPW for addressing flooding during the recent rain event.
- CM Evans-Shabazz recapped some events from last week. She plugged several Juneteenth events on 6/19: Juneteenth on Almeda at Peggy Park, The Reunion at Emancipation Park, and a celebration at Miller Outdoor Theater. She encouraged good behavior for those traveling to District D for Juneteenth. She shared condolences for Robert Eliott Motley, who was hit by a car and killed. Police are still looking for the driver.
- CM Castillo is sponsoring pet adoptions at BARC through June. He is hosting a free shred event on Saturday from 9-12 at 33 North Freeway. He praised two exiting interns. He plugged a Juneteenth celebration on 6/19 at 9am at Richard Brock Park.
- CM Davis recognized incoming interns.
- CM Flickinger talked about a squatter home in Freeway Manor and foretold a news story and forthcoming legislation to address squatters’ homes getting tax exemptions they shouldn’t.
- CM Castex-Tatum shared drainage construction information starting on 6/22 on West Airport. There is a call for artists to transform concrete trailhead structures at Buffalo Speedway and Sims Bayou, info at http://www.upartstudio.org/. She recognized new District K interns.
