Mayor’s Report

Mayor Whitmire reflected on 9/11 and shared information about a commemorative ceremony on Friday in Market Square with the Catuzzi family, who lost their daughter on 9/11. He praised the fire department and HFD Chief Thomas Muñoz, then invited Chief Muñoz to speak.

Chief Muñoz remarked on HFD’s improved attrition rate, overtime downtrend, the growth of the paramedic program, and the command staff. He remarked on 9/11 and the importance to firefighters. Chief Muñoz introduced two new appointments: Executive Assistant Chief Marion Spann and Fire Marshal Byron Robinson. Chief Spann has been with the department for 32 years and is the first Black woman to hold many positions in HFD, including this new appointment. Marshal Robinson grew up in Houston and has been with the department for 30 years. Many CMs congratulated both new appointees, particularly praising Chief Spann as a trailblazer.

Public Comment

Normally, public comment takes place on Tuesday but because Monday was Labor Day, the two meetings were combined. Six people spoke on topics ranging from county contracts, ICE, law enforcement appreciation, and hike and bike trails.

Two Public Hearings

The first public hearing regarded a tax credit for a new affordable housing development, The Reserve at Ella. The second public hearing regarded the Strategic Partnership Agreement with the Spring Creek Utility District. Relevant staff members made presentations and there were no speakers at either hearing.

Agenda Items, Selected Works

• Item 3 appointed six people to the Memorial City Management District.
• Item 4 appointed 11 people to the Houston Music Advisory Board.
• Item 5 appointed eight people to the Westchase District Board. CM Thomas shouted out the Westchase Management District as the “economic engine of the west side,” saying, “We have some of the best parks on the west side because of our agreement.”
• Item 6 approved $3.4M over five years for lab supplies for the health department.
• Item 9 approved $1.4M on trashbags.
• Item 10 approved a $1.7M grant to The Montrose Center for the continued operation of a program that provides housing and support services to people living with AIDS/HIV. CM Panzarella praised The Montrose Center, the housing department, and their programs.
• Item 11 created a special fund to hold a $5M grant from the state that will partially fund the Spring Shadows Drainage and Paving Project.
• Item 14 approved an additional $1.2M (on top of $5.1M already spent) for body armor for HPD through November 2027.
• Item 16 appropriated $2M (set aside funding) from the Water and Sewer Construction Fund for the Emancipation Avenue from St. Joseph Parkway to Texas Avenue and Polk Street Phase II Reconstruction Project.
• CM Thomas tagged Item 19, an ordinance regarding IMD Bikeways in District F.
• Item 22 approved adding 58 acres to Harris County Multiple Utility District (MUD) 441. CM Peck tagged this item last week due to floodplain concerns. This week she explained Atlas-14 floodplain designations and said, “This property is within the 100-year flood plain. I am comfortable with that information now.”

Council Member Pop-Off

• CM Carter updated on operations at 419 Emancipation Avenue and praised The Harris Center.
• CM Evans-Shabazz plugged the Super Neighborhood 68 meeting on 9/10 at 6pm at Constable Smokey Phillips’ office.
• CM Castillo invited people to drop off infant formula during the month of September at the MD Anderson YMCA for Hunger Action Month. He plugged a health fair on 9/12 from 9am-11am at the Melrose Community Center.
• CM Flickinger plugged a Crimestoppers Day of Remembrance on 9/27 at 6pm.
• CM Panzarella bid his interim team farewell and welcomed new team members. He plugged a 100 Days Town Hall on 9/19 at the West Gray Multi-Service Center.
• CM Jackson shared that it has been four years since she began the Be Successful program; they will celebrate on 9/10 with a job fair from 10am-1pm at the Carl Walker Jr Multi-Service Center and with an evening reception for the Credible Messengers program.
• CM Huffman is hosting a Coffee with the Community event on 9/24 from 9:30am-11am at Little Rey (2345 Mid Lane). She remarked on 9/11.
• CM Thomas plugged a pre-National Night Out event on 9/22 at Alief Neighborhood Center. There are Alief ISD meetings every Thursday starting October 15 to optimize school and facility usage. She requested signatures for the renaming of Walloom pocket park to Barbara Quattro Park. She shared news of the reconstruction of Richmond west of the Beltway. The design of the Rasmus Park heritage house is complete and there will be a groundbreaking in Spring of 2027.
• CM Castex-Tatum plugged a Westbury Community Baptist Church fun day on 9/12 from 9am-1pm. The Vincent Branch Library Tech-Link opening is on 10/3 from 10am-12pm. National Night Out is 10/6. She invited people to drop off infant formula at city hall and via an Amazon link through September.
• CM Peck plugged the Houston Library Foundation book sale on 9/12 at 10am at the Houston Public Library warehouse.
• CM Pollard talked about Grimes Park, which the city leased from HISD. HISD terminated the lease so they can build a trade school there, which has displaced groups who use the park. Pollard advocated for examining city contracts to make sure they are favorable to the city, hopefully to prevent situations like this in the future.
• CM Alcorn bid farewell to staff member Katie Shelton.
